10th. 1908 Your Honour's opinion was invited, and you

point out that the draft Bill itself was "submitted to

you for your opinion" prior to January 20th, 1909.

I shall not fail to invite the Secretary

of State's consideration of the matter referred to in the

first part of your paragraplı 11, and I note with pleasure

the assurances given in the latter part of that paragraph.

In conclusion I have the honour to

resubmit my view to Your Honour that the best course to

pursue will be that I shall lay Your Honour's letter and

my reply before the Executive Council, whatever theix

decision of the Governor-in-Council may be I will forward

this correspondence to the Secretary of State, and on

receipt of his reply I will immediately communicate it to

you. In the meantime I am of opinion that no useful purpose

will be served by an oral statement to Council of the

exhaustive arguments contained in your letter and its

enclosure.
